HARVARD BUSINESS REVIEW: One of best articles about workplace bullying. "In business [/government], bullies are would-be leaders who, rather than use their talent for assessing strengths & weaknesses in the service of their [organization], instead look to construct an uncontested fiefdom. There can be a very thin line between a bully & a leader."

A workplace bully, such as Donna Stienstra, reads people for a living. Rather than doing what a leader [or a good co-worker] does, which is to build on your strengths & compensate for your weakness for a greater purpose, workplace bullies exploit your weaknesses & use your strengths for THEIR own gain.
